H3 Hydrolic Question

I have an H3 Crawler and the blade will not raise. I can move the lever to raise or lower it and I can see the cylinders begin to move but they do not attempt to lift the blade. The crawler has sit for about a year. I changed the filter and this did not help. Any ideas what to do next? Where can I get a pump if indeed it has gone bad?
