I just had the same problem with my HD15. I put water and diesel in the steering clutch box (took about 15 to 25 gallons) let it sit for a day. Take the drain plug out and drain it. Drive it. Get up to a large tree or big pile of dirt with the blade. put into gear and pull back on both clutches. The clutch that is stuck will continue to move the tracks until it unsticks. Will not turn from the brakes being soaked in diesel and water but that will dry off. Worked great for me!
